Chapter 1: General Provisions
Article 1 Purpose of establishment
Based on the founding ideology of the spirit of love of knowledge, the spirit of Christianity, and the spirit of teaching the people, Sejong Cyber University (hereinafter referred to as ‘the University’) attempts to contribute to the promotion of a high-quality learning system and international knowledge exchange through the realization of a high-efficiency education system and the globalization of education by providing not only higher education, but also re-education and liberal arts education for office workers and professionals, as well as lifelong learning opportunities open to adult learners.
Article 2 Educational goals

- Development of leadership capabilities with a sense of community
Develop leadership capabilities to make decisions and act in consideration of the characteristics of the community, others, and the environment as a member of the community

Chapter 2 Curriculum
Article 3 Specialization plan
Sejong Cyber University's curriculum aims for open education that allows students to complete multiple majors to ensure search for the truth based on the spirit of love of knowledge, the spirit of Christianity, and the spirit of teaching the people, cultivation of the spirit of service and reinforcement of practical education in response to the social trend of internationalization and informatization and adaptation to a diversified society.
Article 4 Development plan for opened departments, schools, etc.
- 1. In order to pursue the qualitative improvement and excellence of the curriculum, the University has organizations such as the Curriculum Committee and the Lecture Production Deliberation Committee, through which it continuously studies and develops all matters related to the curriculum to reflect rapidly changing academic trends in the curriculum.
- 2. A guidebook that contains changes in the academic system and curriculum and an explanation book for each subject are published and provided to students to increase efficiency in the operation of the curriculum.
Article 5 Organization and operation of curriculum
- 1. The liberal arts curriculum is organized in consideration of the usefulness in real life, changes in social conditions, the demands of education consumers, and the social responsibility of university education.
- 2. The liberal arts curriculum is organized by academic area so that students can access various academic fields, and the subjects within a specific liberal arts area are serialized to ensure that they can be connected with the major.
- 3. The major curriculum is organized so that students can acquire specialized knowledge in depth by quickly reflecting the academic development trend of the department (school) or major field, and is organized so that it can be linked with adjacent disciplines by minimizing the required courses and widening the options.
- 4. The operation of the major curriculum enables an interdisciplinary approach by maintaining the unique academic system for each major and facilitating the link with adjacent academic fields. In addition, a consumer-oriented curriculum is operated by increasing the number of subjects that are recognized as common grades for the same subjects opened in different departments (schools).

Article 6 Securing professors
- 1. The University secures excellent teachers annually in accordance with the cyber university establishment and operation regulations.
- 2. In order to meet the diverse and high-quality education and research demands, the University operates various types of professor appointment systems such as adjunct professors, visiting professors, and foreign professors.
- 3. In order to enhance the easiness of research and educational activities, there are teaching assistants and tutors in each department (school)

- 1. The University secures the facilities and equipment conditions of the university to establish its identity as a competitive and specialized university by actively responding to rapidly changing environmental changes.
- 2. To promote creative research and provide a desirable educational environment, the University strives to have education-related facilities in accordance with the Cyber University Establishment and Operation Regulations.
Article 8 Securing other facilities
- 1. In order to enhance the excellence of education and research, the University secures educational support and auxiliary facilities such as the university headquarters, professor's laboratory, and student lounge, and maintains and manages them efficiently.
- 2. The University strives to increase the efficiency of research and administration by establishing a comprehensive computer system.
Chapter 4 Academic affairs management
Article 9 Student selection
- 1. In order to practice equal educational opportunities and lifelong education, the University selects students through various selection criteria and screening methods
- 2. The University continues to research and improve the screening system for those with talent that meets the continuous promotion of specialization fields that the University is aiming for and is required by society and those who are recognized as needing social consideration.
Article 10 Student capacity management
- 1. The University operates a student quota suitable for educational conditions such as teachers, facilities and equipment, and educational finance.
- 2. In order to improve the quality of university education, the University flexibly operates each recruitment unit in consideration of the student application situation, social demand, and changes in academic disciplines.
Article 11 Semester
- While maintaining the current two-semester system, the University efficiently operates the department (school) system and double major system, and also operates seasonal semesters to make up for the regular semester.
Article 12 Academic exchange between universities
- 1. The University promotes human and material exchanges such as joint research with domestic and foreign universities, exchange of academic information, and joint use of research equipment.
- 2. The University practices open education through the mutual credit recognition system with domestic and foreign universities.
Chapter 5 University Management
Section 1 Personnel Management
Article 13 Criteria for recruitment of teaching staff
- 1. Among those who have a doctoral degree in the relevant field of recruitment (except for fields requiring practical experience), those with suitability in the field of major, research achievements, academic activities and educational experience, qualifications and abilities as a professor, skills in research and student guidance are evaluated through fair and objective evaluation, and eligible persons are appointed, and details shall be in accordance with the Faculty Personnel Regulations.
- 2. Employees shall be selected from those who do not fall under the reasons for disqualification in the personnel regulations, but the details shall be in accordance with the personnel regulations.
Article 14 Faculty recruitment procedure
- 1. In principle, professors shall be appointed publicly, and eminent scholars with outstanding research and academic achievements in their specialized fields may be appointed as adjunct professors or chair professors.
- 2. In principle, employees shall be hired publicly, and special hiring is available when deemed necessary, and the hiring procedure and method shall be fair.
Article 15 Professor evaluation
- 1. Professor evaluation is divided into three parts of education, research, and service for fair evaluation, and details shall be in accordance with the professor achievement evaluation regulations.
- 2. Promotion and re-appointment of professors shall be carried out according to objective and fair evaluation standards, and details shall be in accordance with the Faculty Personnel Regulations.
Article 16 Improvement of the quality of professors
- In order to improve the research ability and quality of professors, the University shall support teacher training and seminars.

Article 17 Financing plan
- 1. In addition to tuition income, the University focuses on promoting research activities, entrusting education to each company, expanding transfer funds, and securing financial resources such as donations.
- 2. The University reduces unnecessary and non-urgent expenditure and expenses as much as possible.
Article 18 Development fund
- 1. The University establishes a dedicated organization to raise development funds, and takes charge of planning various fundraising projects, creating educational resources, and establishing a compensation system.
- 2. In principle, the University shall disclose fundraising activities, project details, and fundraising results through the website and invest the raised funds for the development of the school except for the purpose fund.
Article 19 Disclosure of finance information
The University keeps the current state of budget and settlement and makes it available through the website according to a certain procedure.
Article 20 Measures to ensure fairness in financial management
In order to ensure transparency of budget and settlement, the University has a university council advise on budget and settlement, and conduct internal and external audits.
Article 21 Plan and management for securing basic assets for corporate profits
For the stable development of the University, the school corporation strives to expand basic assets for profits and secure financial resources through various profit-making businesses.
Chapter 6 Welfare
Article 22 Scholarships
- 1. The University provides various scholarships and tuition subsidies to students with excellent academic records, students who have difficulty receiving education due to economic reasons, and students who have made significant contributions to the promotion of the University.
- 2. The university makes various efforts to increase the scholarship payment rate, such as attraction of scholarship funds, discovery of industry-academic scholarships, and close link with external scholarship foundations.
Article 23 Support for independent student organizations
- 1. The University encourages the student council and students’ club activities.
- 2. The University supports the budget for student autonomous activities.
Article 24 Student career counseling and employment support
- 1. The University systematically collects a variety of employment information through cooperation with external organizations and industrial enterprises, and provides it to students, while actively promoting the characteristics and strengths of the University graduates to each company to improve the image of the University graduates.
- 2. The University strives to help students choose the right career path (entrance into higher education, employment, etc.) through career counseling.
Article 25 Welfare for faculty and staff
- 1. The University strives to improve the welfare of its faculty and staff so that the University becomes a base for a rewarding and prosperous life.

- 3. For the welfare of its faculty and staff, the University welfare provides welfare benefits such as support for children's education expenses, support for cultural activity expenses.

Article 27 Supplement to the school charter
The school charter shall be recorded by someone through the resolution of the board of directors of the school corporation.
